Early in 2007, the Ackerman-Estvold project team was selected by Ward County and the City of Minot to study the feasibility of a grade separation over or under the Burlington Northern Santa Fe Railroad line at 27th Street, 55th Street, or 42nd Street NE, and eventually provide design and construction engineering services for the preferred alternative. The concept of a northeast bypass route, location of proposed industrial facilities, proposed intermodal facility, and the future expansion of the Gavin Yard train service facility all played a part in identifying the need for a grade separation. A grade separation would provide a truck route unimpeded by train traffic, alleviate safety issues at the major railroad crossings, and make travel more convenient for both the general public and emergency response vehicles.
The feasibility study phase, which included a traffic operations study and report, developed the criteria for the design of proposed improvements. It also included, among other tasks, preliminary surveying, drafting solicitation of views letters, identification of special concerns, preparation of all required environmental documentation, and conducting a series of meetings with the public.
The preferred alternative chosen was a grade separation at 55th Street; the Ackerman-Estvold team has proceeded with the design phase which includes design surveying, geotechnical investigations, drafting of the Project Concept Report, final component design, a constructability review, a quality control / quality assurance review, generation of the final opinion of probable cost, a Plans, Specifications, and Estimate (PS&E) review, acquisition of right-of-way and easements, the production of construction documents, and document submission. The construction administration phase will include bidding services, construction engineering, construction surveying, contract administration, and project closeout.
